Quantity and quality metering systems for oil and petroleum products: automated custody transfer or operational metering by the direct dynamic mass or indirect volume-mass method between the delivering and receiving parties.
The oil and petroleum products quantity and quality metering systems (LACT) is a functionally integrated set of measuring instruments (MI), process and auxiliary equipment designed for automated (custody transfer or operational) metering of marketable oil, crude oil or petroleum products by the direct dynamic mass method or the indirect volume-mass method between the delivering and receiving parties in accordance with the Customer's requirements as well as other regulatory documentation.

The composition is defined by the Customer’s requirements and the project. Below are the functional units of the system — click a unit to expand its description.
The metering lines unit consists of inlet and outlet manifolds, as well as metering lines equipped with flow, pressure and temperature measuring instruments, shut-off valves at the line inlet and outlet, and control valves. The metering lines unit is designed to measure the flow rate, temperature and pressure of the product and transmit the corresponding signals to the data processing system. A sampling device is installed on the metering lines manifold to take product samples into the quality measurement unit (QMU). The metering lines unit provides a connection point for a portable proving unit enabling verification of the metering line flow meters without dismantling and without interrupting metering.
Quality measurement unit (Quality measurement unit) is a quality line (pipeline) on which the following redundant measuring instruments and process equipment are arranged in series:
The Quality measurement unit is designed for taking oil samples to the laboratory, as well as for continuous measurement of the density, viscosity, temperature, pressure, water content and sulfur content of oil (petroleum product). The Quality measurement unit ensures isokinetic flow of the product. The scope of supply may include a flushing system for the quality measurement instruments.
Filter unit (BF) is required to clean the oil (petroleum product) entering the Oil metering system from mechanical impurities and is installed at the Oil metering system inlet. Structurally, the BF consists of an inlet and an outlet manifold with duty and standby filters and shut-off valves installed between them. Differential pressure measuring instruments upstream and downstream of the filter are used to monitor filter contamination. The filters are equipped with quick-release covers.
The main element of the prover unit (BPU) is a compact prover or a pipe prover. The unit is designed for monitoring the metrological characteristics and verification of flow meters directly on the metering lines by comparing flow readings with the known calibrated volume of the prover. Verification is performed without interrupting the metering of oil (petroleum products). The scope of supply may include a flushing system for the instruments.
Reference standards unit (BSE) provides for verification of the pipe prover or the prover included in the BPU. The reference standards are reference measuring tanks and scales. In addition to the above, the BSE may include weights and a comparator scale for verification of the main scales.
Operator room unit is intended to house the equipment of the data acquisition system and is a factory-complete block-box with interior finishing and lighting, heating, ventilation, security and fire alarm systems.
Data acquisition system (DAS) – is an element of the quantity and quality measurement system designed for automated execution of the functions of collection, processing, display, recording and storage of information on measurement results and control of the operating modes of the oil, crude oil and petroleum product quantity and quality measurement system. It is assembled in standardized instrument cabinets and comprises a set of functionally related components: a measuring and computing complex (flow computer), a control controller, secondary instrumentation of the measuring instruments, uninterruptible power supplies, automatic standby power transfer, system and application software. The DAS also includes the required number of operator workstations (AWS) of desktop design or cabinet design with a touch control panel. The DAS is designed to receive signals from sensors, instruments and units of the Oil metering system process skids, perform metering operations, display information on the monitor, archive data, control operating modes, generate and print reports and protocols, and transmit information to the Customer's upper-level systems.
